Broke ground July 2026

Laing Companies’ inaugural development is a senior affordable housing community on state land, with a dedicated set-aside for blind and low-vision residents. It layers multiple state funding sources into one deliverable project, exemplifying the complex, mission-driven work the firm was built for.

Developed in partnership with Community HousingWorks, 233 N 2nd Ave Senior Apartments is part of Governor Newsom's initiative to develop housing on underutilized public land and will have an occupancy preference for households displaced by the January 2025 Los Angeles County fires, as well as households displaced by future wildfires occurring in Los Angeles County that result in a FEMA Major Disaster Declaration.

Grounded in inclusive design standards from The Kelsey, this 60-unit building is designed to foster independence and community among older adults aged 62 and above, with 15 units reserved for vision-impaired residents.

The new development addresses the growing need for affordable senior housing in the San Gabriel Valley. Shared indoor and outdoor spaces support community connection, while energy-efficient systems promote long-term sustainability. Its location near downtown Covina provides access to services, transit, and community amenities, supporting long-term housing stability and integration into the surrounding neighborhood.
